Full description: The on-again, off-again delays in tolling are supposedly back on in Louisiana, with tolls set to start Wednesday on the Belle Chasse Bridge; however, another delay is being sought. Lane closures happen overnight this week on GA 400, where ground will break later this year for new tolled express lanes. A key milestone is at hand in the development of a new tolled crossing across the Ohio River, and a debate over how to split tolls, if they are split at all, is now emerging in the Houston area, after legislation was introduced in the Texas Senate. And congestion pricing is here to stay, at least for now, in Manhattan.
