Full description: Irate residents and city leaders are clashing with Bay City Bridge Partners over changes to a discount toll program. Meanwhile, the Liberty Bridge in Bay City will be closing overnight for nearly the entire week. Elsewhere, a two year delay for opening the Otay Mesa East crossing is the best drivers can expect, due to bureaucratic and funding issues on the U.S. side of the border. New designs have been unveiled for the Key Bridge, and a toll relief plan in Virginia is now DOA.
